Local Human Service Transit Coordination Plan
| Background and Purpose

The 2011 Arrowhead Regional Development Commission (ARDC) Local Human Service Transit Coordination Plan is an update of the first transit coordination plan conducted in northeast Minnesota in 2006. The 2006 plan placed emphasis on identifying strategies for coordination. In April 2011, the 2006 plan was reviewed by a 16 member Regional Steering Committee, mostly made up of human service partners and transportation providers. Through the guidance of Minnesota Department of Transportation and the Federal Transit Administration, this update was conducted in a way to place emphasis on identifying projects.To understand the available services offered in the region, a survey was sent to nearly 150 transportation providers and human service agencies to assess the needs for the target populations in coordinated transportation planning, which include the elderly, disabled, and persons with low incomes. Additionally, a series of maps were created to analyze the transit dependent populations identified in this plan, which included people in poverty, minority populations, limited English proficiency, persons 65 years and over, zero vehicle households, and persons with low wage jobs. In the project development stage, several Coordination Strategies were used to assist identifying projects that can improve human services transit coordination. These strategies were divided into three categories: “Coordinate and Consolidate Transportation Services and Resources”, “Mobility Strategies”, “Communication, Training, and Organizational Support.” The projects that were identified in the plan were established at the public workshop held in June 2011. The workshop was attended by approximately 30 stakeholders of transportation and human services. The projects were then brought to the Steering Committee in August 2011, where the projects were further developed and ranked based on the challenge to complete and level of improvement. ARDC held a one month public comment period and the plan was adopted by the ARDC Board in November 2011. |
| Additional Steering Committee Meeting

| The reason to reconvene the Steering Committee is to discuss outcomes, identify implementation strategies, and recommend projects for future federal and state funding applications. The Steering Committee will be expanded to include Veterans’ and Military Service Organizations and will meet a minimum of one time before June 30, 2012. Agenda topics will include: 1. Review status of local coordination activities 2. Synthesis of projects from local coordination plans statewide (provided by MnDOT) 3. Identification of potential local projects for 2013 under funding sources: a. Job Access Reverse Commute/New Freedom/5310 b. Department of Human Services Community Service/Community Services Development Grants c. Other sources, such as private foundations 4. Identification of how potential projects impact veterans’ and military service organizations Deliverables will include a 1-3 year workplan that: 1. Details approximately 3-5 specific projects from the coordination plan that the Regional Steering Committee would like to advance during the next one to three years. The workplan may need to identify interim steps necessary for reaching long term goals 2. Identifies how selected projects will benefit and be accessible to veterans 3. Identifies specific next steps to be taken to advance these projects and the organization responsible for those steps 4. Identifies champions to initiate steps described in #3 |
