Comprehensive Economic Development Strategy
ARDC, the Arrowhead region's seven county planning agency is the federally designated Economic Development District for Northeast Minnesota. Part of ARDC's duties as the EDD include completing a Comprehensive Economic Development Strategy.
The Comprehensive Economic Development Strategy (CEDS) is a planning process that results in a document required by the Economic Development Administration (EDA) under the Economic Development Administration Reform Act of 1998 (Public Law 105-393). This comprehensive amendment to the Public Works and Economic Development Act of 1965 requires that each area, community or region applying for financial assistance from the EDA develop a strategy for furthering economic development through the use of a participatory planning process.
The CEDS provides a mechanism for coordinating the efforts of individuals, organizations, local governments, and private industry concerned with economic development. The CEDS process is intended to “help create jobs, foster more stable and diversified economies, and improve living conditions” for the area in question (Economic Development Administration: “Comprehensive Economic Development Strategy Guidelines,” January 2000). By providing a forum to identify problems and opportunities and analyze the regional economy, the CEDS process should help local areas coordinate their programs and activities to maximize their resources.

| 2009 DRAFT CEDS Posted for Public Review

ARDC has posted a draft of the 2009 Comprehensive Economic Development Strategy (CEDS). The CEDS is funded by EDA and ARDC and serves as a guide to for regional economic development goals and objectives. The CEDS identifies ARDC's strategic economic development priorities and proposed local economic development programs and projects. The CEDS can be dowloaded for this site. A hard copy can be obtained by contacting Josh Bergstad using the contact information listed at the bottom of this page. ARDC will accept comments until August 17, 2009.
