In order to remain eligible for federal Hazard Mitigation Grant Program funding, FEMA requires that MHMPs are updated every five years. |
The Multi-Hazard Mitigation Plan (MHMP) is a requirement of the Federal Disaster Mitigation Act of 2000 (DMA 2000). The development of a local government plan is required in order to maintain eligibility for certain federal disaster assistance and hazard mitigation funding programs. In order for the National Flood Insurance Program (NFIP) communities to be eligible for future mitigation funds, they must adopt an MHMP.
Carlton County is vulnerable to a variety of potential disasters. These hazards, both natural and human caused, threaten loss of life and property in the county. Such hazards as tornadoes, flooding, wildfires, blizzards, straight line winds, ice storms, and hazardous material spills have the potential for inflicting vast economic loss and personal hardship.
This Hazard Mitigation Plan represents the efforts of local agencies in Carlton County to fulfill the responsibility for hazard mitigation planning. The intent of the plan is to reduce the actual threat of specific hazards by limiting the impact of damages and losses.
The Carlton County MHMP is a multi-jurisdictional plan, covering the County and the following ten cities: Barnum, Carlton, Cloquet, Cromwell, Kettle River, Moose Lake, Scanlon, Thomson, Wrenshall, and Wright. Members from each of these jurisdictions actively participated in the planning process by attending in planning meetings and providing information and feedback throughout the planning process.

Two public meetings regarding the Carlton County Multi-Hazard Mitigation Plan (MHMP) will be held on Monday, April 28, 2014 at 7:00 p.m. at the City of Moose Lake City Council Chambers, located at 313 Elm Avenue, Moose Lake, MN and Friday, May 2, 2014 at 1:00 p.m. at the Carlton County Transportation Building, located at 1630 County Road 61, Carlton MN. The Plan details the natural hazards that face the County and identifies specific mitigation strategies and actions to reduce the impact of disasters.
Public input is a required step in the MHMP planning process. Community members and staff from the County and participating cities are strongly encouraged to attend the scheduled public meetings. The meetings will provide local residents, businesses, agencies and organizations an opportunity to learn about the draft plan, ask questions and provide feedback on mitigation strategies and recommended actions for implementation.

Community members are encouraged to specifically review the mitigation action chart. Many of the eleven jurisdictions participating in the plan have indicated the actions which they will seek to implement after plan adoption. A more complete mitigation action chart will be provided at the public meetings with new information that is still arriving upon jurisdictional review.
