Orr Planning
Background
Orr is a City in St. Louis County, Minnesota. It is located on Pelican Lake, a popular recreation lake with many cabins, homes, and resorts. The City served by Highway 53 and the CN Railroad runs through the community. Orr is 1.4 square miles in size and had a population of 267 people in 2010. The City has served as a service point for the wood products industry since the early 1900's and was incorporated in 1935. The wood products industry has had shrinking presence in the community in more recent years, and tourism has had a growing impact. The City serves as true "Gateway Community" for the area's popular public lands. Roads from Orr lead to Voyageurs National Park, the Superior National Forest, and the Boundary Waters Canoe Area Wilderness.

Current Planning- Downtown Design Improvements
UPDATE: DESIGNS PRESENTED ON APRIL 24th ARE NOW AVAILABLE

An open house was held on April 24th for public and project stakeholders to view and provide feedback on updated design concepts for the Orr Downtown Design Improvement Project.

Project participants have played an integral role in the progression of this project through public meetings. The first version of draft designs was presented to the public on February 26 for feedback.

The draft designs below were presented to the public on April 24 in Orr for review and feedback. Comments were taken and these designs are currently being revised based on those comments. Project Background

Since October 2012, Orr has been working on a detailed design project that will include elements of the city-wide improvements from its Integrated Revitalization Strategy.

The City is working with LHB Inc. and has identified CJ Fernandez as the project manager to provide leadership in planning and development of the designs. CJ was chosen because he specializes in site design, master planning, and various design elements that include many of the community’s desires. Detailed designs to be included:

*New City Trail *Signage Enhancements *Parking Improvements *Business Enhancements *Pedestrian Connections *Decorative Lighting *Lakefront Park Enhancements *Public Access Improvements

This project will be completed this spring. Upon completion, the City will have digital and hard copy full-color drawings of the entire design request and each element requested. While the City begins to implement the designs and seeks funding for the larger projects, it will be able to use the improvement designs to help recruit new investors in all of Orr's business opportunities.

ARDC is contributing to this project as a technical liaison between the City, LHB, project participants, and project funders, which include the Northeast Minnesota Sustainable Development Partnership, Iron Range Resources and Rehabilitation Board, and Minnesota Department of Transportation.

Previous Planning Efforts
