Hermantown Planning and Zoning Assessment

|
The City contacted ARDC to request a work plan proposal to assess the department’s current procedures and develop recommendations assess the City’s planning and development regulations and procedures in order to develop recommendations that will help the City provide sufficient levels of service into the future. The Hermantown Planning and Zoning Department administers zoning regulations, subdivisions, and land use permitting. The Department recommends policies, and provides advice for orderly development of the City by analyzing existing conditions and future trends transportation, land use, housing, recreation, open space, natural resources, community services, and economic development. The Department also provides staff services to the Planning and Zoning Commission and City Council. In addition to recommending, enforcing, and administering local regulations the City must administer and adhere to county, state, and federal land use, transportation, and environmental regulations relating to development near wetlands, state and county highways, and the Duluth International Airport. The Department is staffed by a contracted City Planning and Zoning Director, a part-time Planning and Zoning Coordinator, and an Environmental Resource Specialist; a position that is currently unfilled. |
| Project Scope
|
The City of Hermantown will partner with the Arrowhead Regional Development to conduct an assessment of the City’s planning, zoning, and development practices. ARDC will review development requirements and specific tasks carried out by the Department and assess their necessity, completeness, redundancy, responsible parties, and proper order in the process. The project will be split into four phases, with the fourth phase resulting in a document combing the results of the three first three phases to create recommendations and administrative documents. Throughout this process, ARDC will particularly examine planning, zoning, and development processes on the City’s main transportation facilities, including Highway 53, major county roads, the Duluth International Airport, and bicycle and pedestrian facilities. Focused recommendations may be made regarding those facilities. The four phases of this project will include: Phase 1: Develop Report on Current and Best Practices in Planning and Zoning Administration Phase 2: Alignment of Planning Department Functions with Overall City Development Process Phase 3: Alignment of City Practices and Resources with External Requirements and Partner Agencies Phase 4: Final Report of Recommendations and Updated Administrative Documents This assessment project is estimated to last six months More Information to Come Soon |
